DC Kishtwar abolishes contract system in FCS&CA department for carrying food grains

District Development Commissioner (DDC) Kishtwar, Angrez Singh Rana issued an order wherein contract system existing in Department of FCS & CA, Kishtwar for carrying of food grains (Ration) was abolished due to complaints regarding misuse of funds under the grab of contract system.

The order issued by DDC reads that, "Whereas it has been observed that the food grains for ration purposes are carried by FCS & CA Department, Kishtwar in different parts of this district through Contract System wherein the contractors further carry the essential commodities i. e food grains through Ponny walas/mules, horses owners etc.

Whereas, during the current year (2019-20) tenders stands already invited by

AD,FCS & CA , Kishtwar for the carriage of food items /sugar for different stations of Marwah, Warwan, Dachhan, Padder , Kishtwar and Nagseni wherein the last date was fixed on 11-06-2019 upto 4:00 pm and tender opening date was fixed on 13-06-2019 at 2:00 PM."

AD, FCS&CA, Kishtwar, reported that no tenders have been filed by any carriage contractor up to the fixed date and time, citing the non clearance of previous liabilities as a main reason.

"Most of the areas of the district have got road connectivity and only in those areas which are unconnected the food grains are carried through animal transport. The contract system has been proved with full of discrepancies and distortion since the system is lacking transparency and accountability and as such practice needs to abandoned with immediate erfect in order to plug the indiscriminate misuse of government exchequer and is loss to government exchequer" -order further reads.

Taking cognizance of the facts, DDC Kishtwar ordered that tender notice issued by the AD, FCS and CA ,Kishtwar vide tender notices no. AD/FCS&CA/K/2019-20/468-34 Dated 27-05-019, NO. AD/FCS&CA/K/2019-20/458-52 Dated 27-05-2019, AD/FCS&CA/K/2019-20/485-500

Dated 27-06-2019 , AD/FCS&CA/K/2019-20/453-67 Dated 27-05-2019 deemed to be cancelled ab-initio besides consequential upon contract system used for carriage of food grains etc. by the FCS&CA Department Kishtwar is strictly banned henceforth.

Further, DDC Kishtwar directed AD, FCS &CA Kishtwar to lift food grains/ration meant for remote areas of this district lacking road connectivity directly through Ponnies walas/Mule/horse owners as per the rate fixed by office vide order no. 422-23/DCK/Food dated 11-02-2017 which came into effect from 01-04-2017 i. e Rs 05/- per Quintal/Km for Mechanical Transport and Rs 27/- per Quintal/Km by ponnies.
